Measure X would allow one dispensary for every 10,000 residents; based on the town’s current population, a maximum of two medical marijuana dispensaries would be allowed if Measure X passes. Measure X will become law if 50 percent plus one of the votes cast support the measure. If fewer yes votes are received, the town’s ordinance prohibiting medical marijuana dispensaries will remain in place. There is no tax associated with this measure, although the town will receive its share of the state’s sale tax from sales of medical marijuana if the measure passes. The measure does permit the town to charge fees to recover costs associated with reviewing the applications, permits, and the increase in public safety costs. The town could—at a later date—draft a proposal for voters to consider adding a medical marijuana tax. The only people who would be able to legally buy marijuana from the dispensaries are those who are 18 and older and who have a valid doctor’s recommendation.
