Two people were arrested Sunday afternoon during a follow-up investigation for child sexual abuse. According to a Sheriff’s report, deputies went to a residence about noon Sunday in the 6100 block of Sunset Road in Joshua Tree. The deputy found that the home had had no running water for at least a month, the toilet was full of human waste, the home was filthy, there was no air conditioning, and there was very little food available. The mother of the three young children in the home, Loretta Randall, 35, was arrested for child cruelty, booked into the Morongo Basin Jail, cited and released. A male adult, Bobby Howell, 44, was also arrested on two warrants, booked into the Morongo Basin Jail, with bail set at $275,000. A 69-year-old woman in the home was released to other family members.
