Twentynine Palms City Manager Frank Luckino began his report by saying that waste management development is a top priority with the city council and septic tanks are not a long-term solution. He stated that lack of movement will add cost, referring to the original 2003 study. It show an estimated cost of pipe at $51 million, in comparison to roughly the same amount of pipe in the Yucca Valley project costing $92 million 14 years later. Luckino further mentioned that Congressman Paul Cook has committed his help in funding and in legislation. The city council has a request for proposal for a study on a joint plant with the Marine Base and that five engineering firms have responded.
