Although the topic of prayer before Council meetings had been withdrawn from the agenda from the April 9 City Council meeting, two statements were made during public comment on the subject. Owen Gillick stated his opposition to the practice, but said he would find a moment of silent reflection an acceptable alternative. Pastor Steven Burns, the president of the Twentynine Palms Ministerial Association, said the Association wants to continue with the current practice, but is considering variant forms, including silent prayer.
