The Tuesday night meeting of the Twentynine Palms City Council was wide-ranging. Reporter Dan Stork breaks his report into two parts. In today’s story, we hear about a teen’s impressive Eagle Scout project and capital improvement plans…
Eagle Scout Impresses With Project Report
The Council and audience at the Twentynine Palms City Council meeting were wowed by a very adult and professional presentation by Tim Niles on his Eagle Scout service project. Niles recruited volunteers to gather ownership, usage, and condition data on 30 vacant commercial buildings, which he compiled into a report that he gave to the city to be used for informational and planning purposes.
Capital Improvement Priority List Approved
City Manager Frank Luckino presented a capital improvement priority list, with funding to come from both the general fund (from which almost $1 million is available) and a collection of special funds (with almost $1.3 million available). Projects include building, road, and park improvements; vehicle and equipment purchases; flood control; technology; curbs, gutters, and sidewalks; grant writing; and master plans. Council voted 4-1 (Cora Heiser dissenting) to direct staff to proceed with implementing details of the plan.

Status On Police Body Camera Rules
City Manager Frank Luckino and Sheriff’s Captain Joling gave a heads-up that implementation of body cameras for police will likely result in higher costs to municipalities such as Twentynine Palms that contract for police services. Joling said that implementation details, including confidentiality concerns, are being hashed out in the legislature in multiple, and conflicting bills.
