Immediately following a closed session to discuss matters of litigation and employee performance, the Twentynine Palms City Council gathers this evening with a full agenda. Though no longer required by state law, the council will review the city’s investment policy. The council will likely authorize City Manager Frank Luckino to negotiate and execute a contract with engineering firm, NV5, for work on Project Phoenix.
Next, the council will authorize Luckino to negotiate and submit all application documents for the Cultural, Community and Natural Resources Grant program. If awarded, the grant would provide $2 million toward constructing the Twentynine Palms Cultural and Visitor Center.
The Council will also likely approve a letter of intent with Joshua Tree National Park to establish a partnership in operating the center. The meeting will also include a public hearing on the consolidation of numerous park ordinances into one clear ordinance. Regarding Project Phoenix housing and hospitality development, the council will consider having two of its members take part in a panel on May 16 that will review design proposals submitted by individuals and organizations. Finally, there will be a preliminary review of the two-year special funds budget for fiscal year 2019-2020 and 2020-2021.
