The Colorado River Basin Water Quality Control Board appointed a new executive officer Wednesday. Jose Angel had been serving as the interim executive officer since November 2015, and was also the assistant executive officer for 10 years prior to that. Angel is a civil engineer and received his bachelor of science degree from Cal State University-Fresno.
