Here are preliminary results of the state ballot measures. The proposition measures that failed are: Prop 15, change commercial property taxes; Prop 16, allowing affirmative action to return; Prop 18, allowing 17-year-olds to vote in primaries; Prop 20, stricter parole and sentencing; Prop 21, rent control; Prop 23, kidney dialysis clinic rule change; and Prop 25, eliminating the cash bail system. The propositions that passed are: Proposition 14, borrowing for stem cell research; Prop 17, allowing parolees to vote; Prop 19, changing property tax rules; Prop 22, app-based drivers as contractors; and Prop 24, new consumer privacy rules
