SHOCKING RESULTS FROM A JOSHUA BASIN WATER PARCEL AUDIT

Last year, management at the Joshua Basin Water District commissioned what is called a “parcel audit” to determine if the agency was levying standby fees appropriately. And while administrators expected the audit findings would be revealing, no one predicted the shocking results. Reporter Mike Lipsitz has more on the revelations due to be exposed at tonight’s meeting…

When the Joshua Basin Water District board convenes on the Zoom platform at 6:30 p.m. this evening, the board will hear the findings of the year-long parcel audit of standby charges. The audit looked at the many changing elements and formulas used to determine the charges and how they have been administered. What they found were numerous unaccounted variances to acreages, district zone, and land use policies. The result was that parcels not subject to the charges were charged, while others that were subject to the charges were never charged. At the end of the day, it looks like the district is about to pursue the $40,000 it short-changed itself annually going back a number of years. That covers tonight’s first main agenda item. The second main item concerns how to manage the refunds due the owners of more than 220 parcels that were incorrectly charged.

Written comments shall follow the three-minute prescribed time limit when read during the meeting and will become part of the Board meeting minutes.
