The Twentynine Palms Planning Commission will host a public hearing tomorrow evening to gather feedback from local residents regarding changes to the Vacation Home Rental (VHR) code.
Major changes include a cap on the number of VHR permits allowed, specifically, 12 percent of detached, single-family houses. (There are 5,797 such houses within city limits so this would total out at 695 houses.) As of March 29, the city had 240 issued licenses, 129 pending licenses, and 50 closed licenses.
Also, fines for sound disturbance and safety violations begin at $500 and now go up to $5,000 for multiple violations. Finally, Community Development Director Travis Clark will have the authority to suspend a vacation home rental license based on multiple violations. The owner can appeal this before the Planning Commission at a public hearing.
The council had established an ad hoc committee to review the issue, consisting of two councilpersons, two planning commissioners, and three community members.
