If you have difficulty using the telephone, you may be eligible for a state program providing free telephone equipment and services. To qualify for the California Telephone Access Program, you must live in California, have phone service in your home, and be certified by a doctor as having a permanent or temporary impairment. Among the services that are offered are calls between TTY users (people who use text because they can’t speak or hear over the phone) and non-TTY users. The speech-to-speech service relays calls for people who have speech disabilities.
