Joshua Adam Kaiser found guilty of attempted murder and arson

Edit 4:45PM on 3/14/24: A previous version of the story claimed that the suspect was guilty of “premeditated murder,” when it should have read “attempted murder.” We regret the error.

On Wednesday afternoon a jury found Joshua Adam Kaiser, 33, of Johnson Valley, guilty of two counts of attempted murder; two counts of arson causing great bodily injury, and one count of injuring a spouse/girlfriend.  Allegations of personal infliction of great bodily injury and weapon use were also found true.

On June 19 of last year County Sheriff’s Deputies responded to the Hi Desert Medical Center regarding two burn victims, identified as a 30 year-old male and 29 year-old female, both residents of Yucca Valley. The male victim suffered life threatening injuries and was transported to Arrowhead Regional Medical Center for more advanced treatment. Both victims have since been released from the hospital and continue to recover.  

Joshua Adam Kaiser was arrested in connection with trying to kill his former girlfriend and another man by burning them with a gasoline-fueled fire. 

Kaiser faces multiple potential life sentences when he is sentenced.  The next court date is March  29 – The case was prosecuted by Deputy District Attorney Jason Gueltzow and tried before Judge Rasheed Alexander.

Missing: Douglas Black of Joshua Tree

Family members of a Joshua Tree man who has gone missing are seeking the public’s help in looking for him. Douglas Black was last seen on Monday, February 28th driving his 2011 white Dodge Charger in Pomona, California. Friends and family members have tried contacting him with no success.

Douglas Black is a musician and lives and plays music here in the Morongo Basin.

Twentynine Palms HS Golf starts season off with a win

Twentynine Palms High School tee’d off its golf season on Tuesday (March 12) against Coachella Valley High School at Bermuda Dunes Country Club.

The Wildcats claimed their first league win with a total team score of 261-282.

The overall top scorer was Senior EJ Guerrero.

The Cats travel down to Westin Mission Hill golf course on March 20th to face off against Desert Mirage.

Dale Basin Well Owner’s general meeting this Sunday (3/17)

The Dale Basin Well Owners Board will hold a general meeting on Sunday (March 17). The meeting will feature a lecture on basic information about drilling a new well from Chancey Chambers, and the organizers have said that the talk will feature “well digging horror stories.”

The Association says that they will also discuss the Board’s objectives for 2024 and a Treasurer’s report.

Twentynine Palms Basketball courts getting resurfaced

Basketball courts in Twentynine Palms will be getting a fresh pass! The City of Twentynine Palms Parks and Recreation Department announced this week that all outdoor basketball courts within Luckie Park will receive a resurfacing. 

And for those that don’t shoot hoops, one of those courts will be converted to a tennis and pickle-ball combination court.

The courts will be closed to the public beginning Wednesday (March 20), with work expected to take approximately one month. The Department’s current estimate for reopening is April 20.

Pat Kearns and local music showcase on the “Up Close Show” tomorrow

The music, musicians and music venues of the Morongo Basin will be the subject of the Z107.7 “Up Close” show this Friday. Host Gary Daigneault will welcome Pat Kearns, host of the Z107.7 Local Musical Showcase.

Kearns will showcase some local bands and artists and talk about the Hi-Desert music scene.

29! sign considered moving off Donnell Hill, becoming more accessible to everybody

Having welcomed visitors to Twentynine Palms since 2009, the metal 29! sign has recently been subject to recent debate over its location. Last month, the PAAC presented two options for the sign at a Twentynine Palms City Council Meeting: one being to restore the sign in its current location on the east side of Donnell Hill, and the other to move it to a different location within the town. The PAAC’s Anna Kemp noted that the committee had decided on a recommendation between the two options.

“Our advice to the city council is that it indeed does move, because that was only temporarily placed on that hill, and the artist Chuck Caplinger doesn’t want it to stay there. We would like it to go someplace else.”

The sign’s current location along Highway 62 has received criticism for being not only dangerous, but inaccessible for fans of public art.

“When it was placed on Donnell Hill, Instagram and selfies didn’t totally exist at that time. Now, everybody wants to go there and stand in front of the 29! and get their picture taken, but it’s very dangerous to get to that. And it also is not ADA accessible, and public art needs to be available to everybody, not only people who walk on two legs.”

Man suspected of vehicle theft at Yucca Valley car dealership

A man was reported to be found inside of a car at a Yucca Valley car dealership, and arrested for investigation into car theft.

Early Friday (March 8) morning just before 4 a.m., County Sheriff’s Deputies received a call that a man was seen on live security footage attempting to enter a vehicle on the lot of Joshua Tree Chrysler Dodge Jeep and Ram on Twentynine Palms Highway.

Deputies responded to the dealership, and say they found Nicholas Cirillo, 33, inside of a vehicle that was for sale, with his head down. Cirillo told the deputy that the vehicle was unlocked, and that he found the keys inside. The deputy reports that the ignition was in the “on” position, and that Cirillo was in possession of suspected prescription medication.

Nichola Cirillo was arrested on suspicion of vehicle theft and booked at the West Valley Detention Center on $30,000 bail. 

Twentynine Palms City Council talks sports, events, and housing

The Twentynine Palms City Council convened last night to discuss waiving rental fees for a church, an annual housing report, amendments to a wastewater contract, and an update on the Self-Build Housing Program. Reporter Heather Clisby was there …

Last night, the Twentynine Palms City Council heard an update from Parks and Rec on sports opportunities for adults, including a volleyball league, a weekly 5K community ParkRun, a flag football league and – coming soon – the long-awaited pickleball courts at Luckie Park.

The council moved on to a discussion on waiving rental fees for the use of the community center gym and kitchen for the Sanctuary Church’s 20th Anniversary celebration April 25-28. Recreation Division Manager Kary Minatrea provided background on the outdated policy that loosely allows for religious institutions to enjoy one free event annually on city property while non-profits have just one day per year to enjoy this benefit. (Council later added a policy discussion to a list of future agenda items.)

After much discussion and a pricing breakdown, it was decided that the council would waive rental fees for just one day, Sunday, April 28, the most expensive day at $1,397. The church would still be required to pay rent on the other days in addition to paying for insurance fees and the cleaning/damage deposit.

Next, the council heard a very brief presentation from Interim City Manager Larry Bowden from the Housing Element Annual Report which includes an overview on building permit activity. Requested by the state, the report cites the 2029 goal of adding 989 new units by the Regional Housing Needs Assessment (RHNA). In 2023, the city added 27 new dwellings. So far this year, there are 13 new units permitted or completed.

The council heard about two amendments to the Project Phoenix Wastewater System Service contract with the San Bernardino Special Districts Department County Service Area 70 (CSA 70) which expires at the close of March. The amendment includes the fee for operation and maintenance for Year 4 of $71,957 and Year 5 of $74,835. The amendment also extends the term of the contract to March 31, 2026.

There was an update on the Self-Build Housing Program which allows potential homeowners to construct their own dwelling. Administered by the Coachella Valley Housing Coalition (CVHC), city staff has located several clustered lots that would qualify for future home sites within this program.

Councilmember Octavious Scott, who himself benefited from the program as a child in the low desert, commented:

“As we just talked about, these unfunded mandates that the state is putting down our throats, we’re being mandated to build homes in this city. And so we have to think outside the box and we have to be creative about how we get these homes built.”

Yucca Valley Planning Commission: a win for public safety

The Yucca Valley Planning Commission voted on the side of public safety regarding new construction on La Contenta Road. Here is reporter Adeline J. Wells with details from last night’s meeting.

The Yucca Valley Planning Commission erred on the side of caution when approving a Conditional Use Permit for Time Warner Cable. The permit concerned the construction of a new, unmanned building that will be a hub for fiber optics. Time Warner Cable sought a waiver for the required infrastructure improvements that accompany the permit, including widening the road and installing sidewalks along the full length of the property, citing a desire to keep the building obscure for safety reasons. The site’s location near La Contenta Middle School and Black Rock High School raised concern with the Commission; Chair Clint Stoker pushed back at the applicant’s desire to deter unwanted foot traffic, noting most of the foot traffic was by children.

“If you were to go sit here on this site at 2 o’clock, it’s not transients walking down here; it’s kids walking home. They’re walking through the dirt, right in front of this unmanned facility.”

The Commission voted to approve the Conditional Use Permit but denied the waiver that would have prevented infrastructure improvements along the length of the property.

“I feel that sidewalks are a benefit to everyone walking. We’ve had a town-wide effort to add more sidewalks around schools. I disagree with the notion that this isn’t a commercial building; if anything our internet, communications, and television is about as commercial as it gets. It’s important that we have these sidewalks.”

The Planning Commission also reviewed an application by Snake Bite Roadhouse seeking approval for an exterior color change, statuary installation, and design features. The Commission approved the rope swings, lighting fixtures, and black exterior wall currently present at the restaurant. The request to install a statuary motorcycle along Highway 62 was put on hold pending further staff research as to whether the location falls within the jurisdiction of Yucca Valley or Caltrans.

MUSD increases substitute teacher pay rate, changes course with last month’s layoff resolution

The Morongo Unified School District Board of Trustees held their regular 6 PM meeting last night at Joshua Tree Elementary.

Assistant Superintendent of Instructional Services Amy Woods started the meeting by recognizing Twentynine Palms High School Senior Joshua Corrado who recently passed the ACT with the highest possible score of 36, an achievement only reached by about 1% of the students who take the test nationally.

Director of Educational Technology Celeste Walberg and Director of Information Technology Troy Slayden presented the MUSD Technology Plan, with emphasis on Equity and Access for all students regardless of economic status, with goals including professional development, digital citizenship, typing, and technical integration.

 Assistant Superintendent of Human Resources Stacy Smalling addressed last month’s controversial Preliminary Layoff Resolution, stating that although the position layoffs are moving forward, they “have not been without hiccup” and the course and procedures has been changed based on meetings with the CSA. With the definition of “layoff” as termination and “partial layoff” as a reduction in hours or pay, Smalling was happy to report that they do not need to send any layoff notices this year, as there are available positions that allow all MUSD employees to retain their hours and pay.

MUSD Organizational Restructure

However, during public comment the board received further earfuls for decrease in instructional assistants, security, and nurses on campus.

Superintendent Dr. Patricio Vargas presented a resourceful Organizational Restructure, which will consolidate positions of management into the new position of Assistant Superintendent of Elementary Education. This new aggregation will yield a net loss of one administrative position, with a savings of 25% for the affected positions.

The Board voted to increase of Certificated Substitute Teachers’ pay rate for Certificated Permit holders and Certificated Credentialed substitutes from $180 per day to $190. Classified Hourly/Substitute salary schedule is also requested to change with a 50-cent increase from $16.50 to $17.00 an hour.

Yucca Valley Airport Board of Directors meets tonight

The Yucca Valley Airport District Board of Directors meets in regular session tonight (March 13) at 6:30 p.m. On the Board’s agenda is a discussion about applying for the Town of Yucca Valley’s Measure Y funding, along with a report from the airport manager and a look at insurance requirements. The Board’s Treasurer is also expected to provide a financial report.

Tonight’s public meeting begins at 6:30 p.m. and will be held at the Yucca Valley Community Center. 

Hi-Desert Water District special board meeting at 5pm today (3/13)

Yucca Valley’s Hi-Desert Water District will hold a special board meeting at 5 p.m. today (March 13, 2024).

At the Hi-Desert Water District directors are expected to discuss and provide direction on the district’s Strategic Plan.Tonight’s meeting takes place at the district office on the highway at Inca Trail.

Joshua Tree Rotary holding St. Patrick’s Day Celebration this Sunday (3/17)

The Rotary Club of Joshua Tree is holding a Saint Patrick’s Day Celebration on Sunday, which is expected to be fun for the whole family. The event will feature a silent and live auction, music, food and drink. The reception and silent auction begin at 2 p.m. at the Helen Gray Education Center, located at 6601 White Feather Road in Joshua Tree.

Dinner begins at 4 p.m. Tickets are $35 and can be acquired from any Joshua Tree Rotarian or the day of the event at the door.

Twentynine Palms City Council talks housing, contract amendments tonight

The Twentynine Palms City Council will gather this evening to discuss waiving rental fees for a church, an annual housing report, amendments to a wastewater contract, and an update on the Self-Build Housing Program.

Tonight, the Twentynine Palms City Council will kick off their meeting with a discussion on waiving rental fees for the use of the community center gym and kitchen for the Sanctuary Church’s 20th Anniversary celebration April 25-28.

Yucca Valley Planning Commission will discuss design changes for Old Town business

The Yucca Valley Planning Commission will discuss approval for design features for Snake Bite Roadhouse.

The Yucca Valley Planning Commission will review an application by Snake Bite Roadhouse that concerns an exterior color change, statuary installation, and design features.The restaurant’s west-facing wall is currently painted black; Town Staff requests review as to whether the color compliments the desert setting and surroundings. Snake Bite Roadhouse also seeks approval for several rope swings hung near the entrance, and to install a statuary motorcycle on their north-facing side on Highway 62. The Commission will determine whether these features fit within the guidelines of the Old Town Specific Plan and Commercial Design Guidelines for Yucca Valley.

The Planning Commission will also review approval for A Conditional Use Permit for Time Warner Cable on La Contenta Road.

Tonight’s meeting is open to the public and will take place at 6 p.m. at the Yucca Valley Community Center.

Bighorn-Desert View Water Agency meets tonight

Service contracts and the cost of new water meter installations will be put before the board at tonight’s (March 12, 2024) 6 p.m. meeting of the Bighorn-Desert View Water Agency.

Directors at Bighorn-Desert View Water Agency will consider engineering and land survey service contracts associated with an emergency water supply intertie with Hi‐Desert Water District. Grants are expected to provide a good deal of the funding. Also tonight, directors are expected to set the installation cost for a three-quarter to one-inch new service line water meter at $2,700 in order to keep up with the rising cost of materials.

Copper Mountain College hosts free President’s Circle Dinner this Tuesday

Copper Mountain College’s educators from Fire Technology, Criminal Justice, EMT Students, and Faculty are hosting the President’s Circle BBQ at CMC’s Bell Center on Tuesday, March 19th.

CMC Superintendent President Dr. Darren Otten and CMFC President Ron Sears are inviting the public to learn how their support of Copper Mountain College is strengthening public safety, providing a free BBQ steak dinner while aiming to raise crucial scholarship funds for students pursuing careers in public safety.

Starting at 5 PM on, the delectable BBQ steak dinner will be complete with fresh vegetables, seasonal fruit, a variety of beverages, and, to sweeten the encounter, a selection of desserts. Twentynine Palms Elementary having parking lot sale 3/23

Twentynine Palms Elementary School is having a parking lot sale on March 23 from 8am till 1pm.
