Local officials should look for distinct signs before deciding how to respond to severe El Nino conditions predicted this winter.
That’s the gist of a 48-page report released Wednesday by the Federal Emergency Management Agency outlining a series of expected phases as any potential climactic disaster unfolds. The report suggests specific actions at each juncture to aid decision-makers in their planning before, during and after such events.
More pertinent to casual observers, however, are some of the underlying assumptions. They include widespread landslides and debris flows in recently burned areas; the disruption of power, water and transportation; and mass evacuations in the event of severe flooding.
The good news? That credible early warnings should allow for the full implementation of emergency response plans.
