The cause for celebration comes from recent progress on multiple fronts all aimed at getting the capital improvement program, aka water main replacements, off the ground. More specifically, recent rate increases and the decision to spend down nearly half of the district’s $9.5 million reserve fund have freed-up sufficient liquid capital to allow the district to begin replacement of some 15,000 feet of water mains and other upgrades. The other significant mood elevator followed a management presentation that showed the district could cut in half the $1.12 per linear foot water main replacement cost of by avoiding outside contractors in favor of keeping the work in-house. That approach would require retooling the purchase of a lot of new equipment, but the savings would accumulate across many projects over many years. The board directed the general manager to come back with a plan for executing the in-house proposal.
