JOSHUA BASIN WATER PART 2 OF 2: A LESSON IN LAFCO

At Wednesday night’s meeting of the Joshua Basin Water District, executive director of the county’s Local Agency Formation Commission, Kathleen Rollings-McDonald, provided an overview of LAFCO and its role and authority over various county special districts such as water agencies, community service districts, and many others. Following her presentation, the LAFCO head fielded questions, a majority of which centered around the county’s flagrant disregard of the Joshua Tree Community Plan in its consideration of planning and land use issues. Rollings-McDonald reaffirmed LAFCOs lack of authority in land-use issues, but postulated that there’s reason to be optimistic that the community plan now on the drawing board will have more influence on county planning decisions. That plan, however, will not even be in force until 2018. In other business, the board adopted 2016-17, and 17-18 capital and operating budgets.
