First it was the Twentynine Palms City Council, then the Yucca Valley Town Council, and the Morongo Unified School District, now it is the Joshua Basin Water District that has received a letter indicating the district’s at-large elections are in violation of the California Voting Rights Act. At tonight’s 6:30 p.m. meeting of the Joshua Basin Water District, the board will likely vote to begin the process to move from at-large to district-based elections. The process has become somewhat predictable; a district or government body receives a letter from a Los Angeles law firm threatening legal action if the target fails to convert to district-based elections within 45 days. Precedent shows that challenging the move leads to costly defeat 100 percent of the time. The only other non-routine item on tonight’s agenda is recognition of Mickey Luckman for her years of service as the district’s board president. Those items and others will follow public comments. Committee, staff and director’s reports come later. Tonight’s meeting takes place at district offices on Chollita Road in Joshua Tree.
