It seemed like a deal too good to be true. Joshua Basin Water District entered into an agreement where the Hi-Desert Medical Center was to pay for planning and construction of a packaged wastewater treatment plant on Medical Center property. Then the Medical Center would turn over ownership of the plant to the Water District. Well, now the Medical Center’s auditors say “no good,” that the transfer from one public agency to another is not going to fly. It all happens at District offices on Chollita Road in Joshua Tree.
