At tonight’s 6:30 p.m. meeting of the Joshua Basin Water District, the board will likely approve commission of an update of the 2009 Wastewater Treatment Strategy for $44,000, followed by a public hearing—the third of five such hearings—to receive and discuss public input on the expected transition from an “at-large” to a “district-based” election system.
