The Highway 62 onramp to eastbound I-10 reopened about 18 hours after a big-rig truck got stuck Tuesday night when its cargo tilted over. The CHP said the truck never should have been on Highway 62. Officials with Oklahoma-based FairWind LLC, a renewable energy company, submitted a permit application with the California Department of Transportation to travel on Highway 62 but the application included inaccurate information and the truck was allowed on the road even though it exceeded its weight limits.
