Once the Yucca Valley sewer treatment plant is completed, residents will need to connect their homes and businesses to the sewer system. Last night, Hi-Desert Water District board directors unanimously agreed to apply for a $45 million low-interest loan—of which $8 million will be forgiven—from the California State Water Resources Control Board. Assuming the water district receives the loan, the water district will use the funds to issue loans to residents, secured by liens on the property. The state’s interest rate for the loan hasn’t been set yet, but directors are hoping for a 1 or 2 percent interest rate. It’s estimated that property owners won’t need to start connecting to the sewer system for another 18 months to two years. In other news, the board also approved a contract to begin designing the sewer collection system for Phases II and III.
