HI-DESERT WATER DISTRICT HONORS BILL HORNE

A long-time member of the community was honored last night for his contributions to the Hi-Desert Water District. Managing editor Tami Roleff was at the meeting, and files this report…
Bill Horne moved to the Morongo Basin in 1996 and immediately started attending the board meetings of the Hi-Desert Water District. For the next 22 years, Horne regularly attended meetings, raising questions about various policies and procedures, as well as serving on the board’s ad hoc wastewater committee and the public advisory committee. At last night’s meeting, the district’s board of directors honored Bill Horne with refreshments and a plaque for his years of service to the water district. Vice President Dan Munsey said Horne had been a mentor to him, and that it is a rite of passage for new board members to meet with Bill Horne when they are elected to the board.
In other business, the board approved a contract with an engineering firm to design the lateral connections from homes and businesses to the main sewer lines; approved a water main line extension on Balsa Avenue, with a home owner contributing $25,000 toward the cost; approved a contract for monitoring ground water wells before the construction of the waste water facility is completed; and approved a policy for customers to voluntarily increase their assessment if there is a change in use of the property.
