More than water is transparent at the Hi-Desert Water District. The District announced yesterday it had received the District Transparency Certificate of Excellence by the Special District Leadership Foundation. The certificate is awarded to special districts that fulfill eight requirements, including ethics training for all board members, conducting open and public meetings, and filing financial reports with the state comptroller in a timely manner. In addition, Hi-Desert Water District fulfilled 15 website requirements, including posting board agendas, minutes, its budget, and the most recent financial audit on its website.
