Funding for Phase 2 of Yucca Valley sewer system remains secure

Despite national headlines about federal budget cuts, water and sewer infrastructure projects in Yucca Valley remain fully funded and on schedule. The Hi-Desert Water District (HDWD) confirmed that Phase Two of Yucca Valley’s sewer expansion is fully financed and will not require new assessments from residents.
Phase two Funding and Costs
- $103 million state grant covers all public infrastructure costs
- No additional fees or higher monthly bills for homeowners
- Private property hookups remain the homeowner’s responsibility
- USDA Section 504 program offers 1% fixed loans (20 years) and grants for qualifying low-income and senior homeowners
- California’s State Water Board mandated the transition away from septic systems after studies showed untreated wastewater was contaminating groundwater with nitrates. This is a public health and environmental hazard.
The sewer expansion will:
- Protect drinking water
- Reduce nitrate contamination
- Comply with environmental laws
- Safeguard home and property values
Beyond Phase Two, HDWD is pursuing a drought resiliency project that would recycle treated wastewater and recharge local aquifers. Currently, treated water drains into a basin disconnected from active wells.
The proposed system would:
- Extract and clean treated water
- Blend it with imported water
- Reintroduce it into recharge ponds and supply local wells
While proposed federal cuts could affect agencies like the Bureau of Reclamation and EPA, current projects in the High Desert remain protected. Congressman Jay Obernolte has requested $750,000 in federal funds to advance this project.
Jennifer Cusack of HDWD stressed: “Bipartisan support at the federal level is essential to ensuring safe, reliable water service now and for decades to come.”
Officials note that future budget reductions could delay later phases or water recycling efforts.
For now, Yucca Valley’s water projects are secure, fully funded, and moving forward without new costs to residents.
