Set for 10 a.m. this Thursday, February 28, a decision on the Renewable Energy and Conservation Element, referred to as Policy 4.10, has been eagerly awaited by both developers and the community groups that oppose them. The Planning Commission recommended approval of the amendment which would ban such projects from being constructed in areas zoned Rural Living and those covered by existing community plans. If the board does not accept the Planning Commission’s recommendation, almost any desert parcel will be fair game for developers—be it next to homes, on pristine desert along Highway 247, or in an area where fine particulate matter will be dispersed over populated areas. The hearing takes place in the first floor temporary board of supervisor’s chamber at the County Government Center in San Bernardino, and will stream live to the teleconferencing room at the County Government Center in Joshua Tree where public comment may be made via video link.
