By a vote of 3-2, the San Bernardino County Planning Commission approved a Conditional Use Permit for a 35-acre solar project in Landers. The two dissenting commissioners were Paul Smith and Randolph Coleman, the appointees of the supervisors with desert constituencies. According to Landers resident Marina West, who attended the Commission meeting in San Bernardino, residents had had since Monday to digest and respond to a 200-page staff report about the project. West told us that Commissioner Coleman complained that the Commission has received no recommendations from staff for guidelines in interpreting the County ordinance on solar project siting enacted a year ago. West also said that County staffer Terry Rayhal acknowledged that compliance monitoring of projects is and will be largely reactive, depending upon citizen observation and complaints.
