Unless permitted through County Land Use Services, ALTs are an illegal use of private property. ALT sites often pose health risks since most are unequipped to handle basic sanitation and may include makeshift latrines, excessive litter, trespassing and more. The County offers permits for non-conforming sites, but they require an investment of both time and money, and a level of scrutiny needed to ensure safety and sanitation. County residents have overwhelmingly expressed opposition to ALTs in their neighborhoods. In response, County Code Enforcement this month is adopting a no tolerance policy against illegal ALTs. Residents are encouraged to report illegal ALT operations to Code Enforcement online or by calling 760-995-8140.
