Beginning January 1, 2017 child safety seats for children under two years old must ride rear-facing in an appropriate child passenger safety seat. The law continues to require that all children eight or younger be in an appropriate child safety seat in the back seat. A new law grants a one-year extension to a pilot project for the Ignition Interlock Device or IID. A person convicted of driving under the influence may be required to install an IID. If the device registers alcohol on the driver’s breath, the vehicle will not start. The highway lane use law requiring slow-moving passenger vehicles to pull over safely to let traffic pass has been amended to apply to all vehicles including bycicles. Slow-moving vehicles must use the next available turnout to let backed-up traffic, five or more vehicles – get by. Three classes one, two and three, have been created for electric bicycles, defined by their maximum speed and how much power is supplied by the motor. Class three being the largest and fastest requires riders be 16 or older and wear a helmet.
