Two times in as many months the Bighorn-Desert View Water Agency has been recognized by the Special District Leadership Foundation, an independent, non-profit formed to promote good governance. In October, the District was awarded the District Transparency Certificate of Excellence for its dedication to operations that are fully transparent, open and accessible to the public and other stakeholders. Then last month the little agency that primarily serves Landers and Flamingo Heights received accreditation as a District of Distinction for its sound fiscal management, ethics and harassment training and adherence to best management practices.
