Bighorn Desert View Water Agency board meeting recap for July 6

The Bighorn Desert View Water Agency held their monthly meeting on Tuesday night. The Board approved the resolution authorizing the placement of property liens on the secured tax rolls of San Bernardino County for collection of delinquencies within Bighorn Desert View Water agency.
The Board approved the establishment of stand by and availability fees for water service within the Water agency improvement district Goat Mountain for tax year 2025.
Current General Manager Marina West is retiring and the Water agency needs a strategic plan to move forward. The Ortega Strategies Group presented a plan to assist the Board of Directors with an operational and managerial review and consolidation assessment. The proposed fee for the implementation of the Plan is $30,000. The Board approved the engagement with Ortega Strategies group unanimously.
The Board was requested to consider authorizing a change order to the professional services agreement with Compass Consulting Enterprises Inc, for environmental services in support of the incidental take permit for the Western Joshua Tree. This action concerns the water Agency’s obligation to implement necessary environmental mitigation measures in compliance with the California Environmental Quality Act (CEQA) specifically related to acquisition of an Incident Take Permit for the Western Joshua Tree. The California Department of Fish and Wildlife has directed the Water agency to perform a censu” of all Western Joshua trees within a prescribed distance from the project site. The change order with Compass Consulting Enterprises was unanimously approved.
