After a six-week break, the Twentynine Palms Planning Commission gathered last night to discuss changes to lighting, noise, and trash containment development codes.
Last night’s meeting of the Twentynine Palms Planning Commission featured a public hearing on proposed changes to Article 4 Site Development Regulations, specifically relating to lighting, noise, and trash containment.
But before that, the commission got an earful from resident Douglas Walters who lives near the city’s cemetery. Walters stated that the easements that would normally carry extraneous storm water away from properties have been blocked by illegal gates, chicken coops, trampolines, and cement palates. His property is now flooded with debris and mud and asked for the commission’s help.
Community Development Director Keith Gardner then reviewed proposed edits to the development code. The big change, Gardner stated, was the switch from foot candles to wattage in terms of light measurement. There was some concern that wattage varies from incandescent to LED.
Also, If you are modifying property and there’s been a light violation, there is no longer an extension period to address the issue; it must be fixed immediately.
Light trespassing concerns were brought up by residents, one of whom stated that government agencies should not be exempt from light restrictions that apply to residents. Currently, these entities are asked to comply voluntarily with little to no enforcement.
