Twentynine Palms City Council meets tonight (6/13)

Tonight, the Twentynine Palms City Council will gather to discuss city finances, permit processing, sewer fee and new appointments to the planning commission.

In the first of four public hearings scheduled for the meeting, the council will discuss amending the Development Code to separate out regulations for Film Permits as recommended by the planning commission. The second hearing will also address the proposed Film Permit Ordinance which allows for several changes to film permitting process:

• Film Permits would be separated from the Temporary Use Permit section of the Development Code
• Application processing time reduced from 30 days to 10 days
• No restrictions on the number of Film Permits on any given location, such as there are under Temporary Use Permits
• If there are five (5) or fewer personnel (including crew) involved in a film shoot, there are no more than two passenger vehicles, and no other criteria are met (i.e. the use of pyrotechnics or road closures), then no Film Permit is required.

A third public hearing concerns the Proposed Two-Year Project Phoenix Funds Budget for fiscal years 2023-2024 and 2024-2025. And the final public hearing of the evening will focus on a Proposed Two-Year Special Funds Budget for those same time periods.

City Manager Frank Luckino will lead a discussion on his report that reveals intent to levy sewer fees for through 2024. The city clerk will schedule a public hearing later for residents to weigh in on the issue.The council will discuss the appointment of Alexander James Garcia and Jessica Cure to the Planning Commission as recommended by the Ad Hoc Committee consisting of Mayor Pro-Tem Steve Bilderain and Councilman Octavious Scott. On May 23, Jason Dickson and Eileen Leslie, resigned from the commission.
