The 2025 Homeless County & Survey Final Report has been released by San Bernardino County reflecting the annual Point-in-Time results. County-wide, the number of homeless in 2025 (3,821) decreased by 10.2 percent compared to the 2024 homeless count (4,255).
The sheltered count (residents of shelters and transitional housing programs) took place the night of January 22 through the early morning of January 23. The unsheltered homeless count was conducted on Thursday, January 23, beginning at 6 a.m. The annual count is crucial for securing grant funding to assist those who are homeless or at risk of becoming homeless.
Key findings from the survey include a 14.2 percent decrease of unsheltered individuals (2,620) compared with 2024 (3,055). Meanwhile, the number of sheltered homeless was relatively the same, with an increase of one. The vast majority of county homeless (83.3 percent) were in eight cities: Barstow, Colton, Fontana, Ontario, Rancho Cucamonga, Redlands, San Bernardino, and Victorville. More than a third of these people (35.9 percent) became homeless for the first time in the previous year.
Almost half (44 percent) of unsheltered adults were chronically homeless (one year or more) and had a disabling condition such as mental illness, chronic health issues, or a physical disability. Nearly a fourth of unsheltered individuals (21.5 percent) said they had been incarcerated during the previous 12 months.
Breakdown of local communities:
Joshua Tree – 12 unsheltered
Landers – 4 unsheltered
Twentynine Palms – 19 unsheltered, 2 sheltered
Yucca Valley – 42 homeless, 14 of those unsheltered
Both Morongo Valley and Wonder Valley had zero homeless reflected in the count.
