Palms-N-Paws Animal Shelter updates Twentynine Palms City Council on save rate and proposed 1% sales tax increase

Twentynine Palms Animal Control Supervisor Rick Boyd gave an update on the Palms-N-Paws Animal Shelter at January 27th’s Twentynine Palms City Council meeting. The agency’s “save rate” goal is 90% placement for their animals; in 2024, it was 64% and in 2025 it was up to 82%. The shelter takes in 70-80 animals a month.

Animal Control Supervisor Rick Boyd gave an update on the Palms-N-Paws Animal Shelter to the council. 

Boyd touted their success with the Wings of Rescue program, their spay/neuter clinics, the fostering program and a dedicated cadre of volunteers. Boyd was accompanied by two adorable pups – Cowboy and Nila – who are ready for adoption. 

Dr. Adam Probolosky, president of Probolosky Research, reviewed results from a 300-person survey that revealed positive support for a proposed 1% sales tax increase, mostly to help fund a new facility for the Palms-N-Paws Animal Shelter.

While 75% agreed that there is a need for more city funding and 86% agree that the shelter plays a vital role in the community, 55% said they would vote ‘yes’ on the proposed tax. Probolosky stated that this was a “strong starting position” and the council voted to accept the survey results, which can be found here.
