MARINE OPENS FIRE ON SUSPECTED SCRAP METAL THIEVES ON BASE
A SUSPECTED SCRAP METAL THIEF WAS INJURED AFTER A MARINE OPENED FIRE ON THE VEHICLE HE WAS IN AS IT FLED THE 29 PALMS BASE. BASE SPOKESMAN, GUNNERY SERGEANT CHRISTOPHER COX, SAID MARINES FROM THE PROVOST MARSHALíS SPECIAL REACTION TEAM RESPONDED TO A CALL ABOUT SUSPECTED SCRAPPERS IN A RUGGED AND ISOLATED TRAINING AREA NEAR THE WESTERN BORDER OF THE BASE TUESDAY MORNING. COX SAID AFTER THE FIRST TWO MARINES ARRIVED ON SCENE VIA HELICOPTER, ONE MARINE APPARENTLY ATTEMPTED TO DISABLE THE SCRAPPERSí VEHICLE BY SHOOTING AT IT WITH A MILITARY ASSAULT RIFLE. SHOTS FROM THE MARINEíS M4 RIFLE STRUCK THE VEHICLE, PASSENGER MARK HASTY WAS INJURED BY FLYING SHRAPNEL AND FELL OUT OF THE FLEEING VEHICLE. HE WAS AIR LIFTED TO DESERT HOSPITAL IN PALM SPRINGS AND TREATED AND RELEASED THAT EVENING. COUNTY SHERIFFS CAPTAIN DON MILLER SAID DEPUTIES, ASSISTING MILITARY AUTHORITIES, LOCATED AND CONTACTED THE VEHICLE AND DRIVER IDENTIFIED AS GARY BARNES OF LANDERS, AND PROVIDED THAT INFORMATION TO NAVAL CRIMINAL INVESTIGATIVE SERVICES. COX SAID TWO MARINES, INCLUDING THE ONE WHO FIRED THE SHOTS, HAVE BEEN RELIEVED OF DUTY PENDING AN INVESTIGATION INTO THE SHOOTING. COX SAID THE TWO SCRAPPERS, GARY BARNES AND MARK HASTY, FACE FEDERAL CHARGES OF TRESPASSING AND LARCENY OF GOVERNMENT PROPERTY.

YUCCA VALLEY TOWN COUNCIL APPROVES WAL-MART DESPITE LAST MINUTE STRAW GRASPING
THE YUCCA VALLEY TOWN COUNCIL ENDURED A LAST MINUTE "GRASPING AT STRAWS" ATTEMPT TO DERAIL THE NEW SUPER WALMART LAST NIGHT. Z107-7 MANAGING EDITOR KARL GARDNER WAS AT THE TOWN COUNCIL MEETING AND FILES THIS REPORT.... SAYING THE TOWN DOESNíT HAVE A LEGAL GENERAL PLAN, YUCCA VALLEY TOWN COUNCIL WOMAN LORI HERBEL ASKED THAT AN ORDINANCE APPROVING THE WAL-MART SUPER CENTER SPECIFIC PLAN BE TABLED AT LAST EVENINGíS MEETING. SAYING THAT THE HOUSING ELEMENT OF THE GENERAL PLAN WAS OUT OF DATE, HERBELíS CONCLUSION WAS "NO ADOPTED HOUSING ELEMENT BY JUNE 30, THEN NO GENERAL PLAN", HENCE THE ORDINANCE COULD NOT BE LEGALLY ADOPTED. TOWN ATTORNEY NAMOI SILVERGLEID DIFFERED, SAYING "AT THIS TIME THE TOWN OF YUCCA VALLEY HAS A LEGALLY ADEQUATE GENERAL PLAN" UNTIL A COURT RULES OTHERWISE. DAVID FICK, PRESIDENT OF THE MORONGO BASIN CONSERVATION ASSOCIATION REMINDED COUNCIL THE ASSOCIATIONíS ATTORNEY IN A WRITTEN LETTER TO COUNCIL MEMBERS IS "PLEADING FOR YOU TO DONíT BREAK CALIFORNIA LAW". IN THE END, AGAINST HERBELíS NO VOTE THE ORDINANCE WAS ADOPTED. NEXT UP, THE COUNCIL CONDUCTED A REVIEW OF DEVELOPMENT IMPACT FEES, AND BY CONSENSUS, LEFT THE FEES AT PRESENT LEVELS. LASTLY, COUNCIL MEMBER BILL NEEB NOMINATED DENNIS MCKOY FOR ANOTHER TERM ON THE PLANNING COMMISSION, WHICH WAS RATIFIED BY COUNCIL. COUNCIL MEMBER HERBELíS NOMINATION TO THE PLANNING COMMISSION WAS TABLED AT HER REQUEST.

A SUGGESTION TO DRUG TEST COUNTY OFFICIALS RULED ILLEGAL
A PROPOSAL BY A TOP SAN BERNARDINO COUNTY OFFICIAL THAT THE COUNTY'S DEPARTMENT HEADS, EXECUTIVE STAFF AND ELECTED LEADERS BE SUBJECT TO RANDOM MANDATORY DRUG TESTING IS UNCONSTITUTIONAL, COUNTY AUTHORITIES SAID THURSDAY. THE SUGGESTION WAS MADE BY TREASURER-TAX COLLECTOR DICK LARSEN IN RESPONSE TO RECENT ALLEGATIONS OF METHAMPHETAMINE USE BY COUNTY ASSESSOR BILL POSTMUS.

STUDENTS PLANNING TO GO TO 29 JUNIOR HIGH SCHOOL NEXT YEAR ARE INVITED TO AN ORIENTATION MONDAY AND TUESDAY. REPORTER TAMI ROLEFF HAS THE SPECIFICS... 29 PALMS JUNIOR HIGH SCHOOL STUDENTS AND THEIR PARENTS ARE INVITED TO THE ANNUAL ORIENTATION FOR 7TH AND 8TH GRADERS. 7TH GRADE ORIENTATION WILL BE HELD TUESDAY AT 9 AM IN THE JR HIGH SCHOOL GYM; 8TH GRADERS WILL HAVE AN ABBREVIATED ORIENTATION ON MONDAY AT 9 AM IN THE GYM. THE COUNTDOWN TOWARDS THE GREAT SOUTHERN CALIFORNIA SHAKEOUT HAS STARTED. THE SHAKEOUT IS A WEEK OF SPECIAL EVENTS FEATURING THE LARGEST EARTHQUAKE DRILL IN U.S. HISTORY, ORGANIZED TO INSPIRE SOUTHERN CALIFORNIANS TO GET READY FOR THE BIG ONE. JUST 3 MONTHS AWAY, THE DRILL IS SET FOR NOVEMBER 13TH, WHEN RESIDENTS ALL ACROSS THE GOLDEN STATE WILL BE ENCOURAGED TO PARTICIPATE IN THE DROP, COVER AND HOLD EVENT.
