THE 29 PALMS MARINE BASE MADE HISTORY LAST WEEK WHEN SGT. MAJ. SUSAN BELLIS BECAME THE FIRST FEMALE SERGEANT MAJOR OF THE SPRAWLING MARINE CORPS AIR GROUND COMBAT CENTER. SERGEANT MAJOR BELLIS IS THE NOW THE TOP ENLISTED MARINE AT THE BASE. JULY 9, SGT. MAJ. WILLIAM JOHNSON JR., THE BASE’S SERGEANT MAJOR SINCE 2006, PASSED THE SWORD OF OFFICE TO BELLIS, A NATIVE OF BOSTON, WHO ARRIVED FROM MARINE WING SUPPORT GROUP 27 OUT OF CHERRY POINT, N.C, TO TAKE HER NEW POST. JOHNSON, RETIRING AFTER 30 YEARS, PLANS TO MOVE TO COLUMBIA, S.C., AND CONTINUE HIS EDUCATION.

THE JOSHUA TREE MAC, THE MUNICIPAL ADVISORY COMMISSION, WHO OFFERS ADVICE TO THE COUNTY SUPERVISOR, WILL FEATURE STATE ASSEMBLYMAN PAUL COOK AT THEIR MEETING TONIGHT. REPORTER DAN STORK HAS DETAILS...65TH DISTRICT ASSEMBLYMAN PAUL COOK WILL THE GUEST SPEAKER AT A SPECIAL MEETING OF THE JOSHUA TREE MUNICIPAL ADVISORY COUNCIL ON THURSDAY. COOK WILL UPDATE THE COUNCIL ON SACRAMENTO ISSUES, INCLUDING THE ONGOING STATE BUDGET CRISIS. THE COUNCIL MEETING STARTS AT 7 PM AT THE JOSHUA TREE COMMUNITY CENTER, 6171 SUNBURST AVENUE. THE MAC IS APPOINTED BY 3RD DISTRICT COUNTY SUPERVISOR DENNIS HANSBERGER, AND IS CHARGED WITH KEEPING HIM INFORMED ON LOCAL ISSUES, AND PROVIDING THE JOSHUA TREE COMMUNITY WITH A FORUM FOR THOSE ISSUES.

2 PEOPLE WERE HURT IN A 29 PALMS TRAFFIC COLLISION TUESDAY. SHERIFFS DEPUTY SCOTT LEACH SAID AT 5:50 TUESDAY AFTERNOON, HEATHER SHOEMAKER OF 29 PALMS WAS DRIVING NORTH ON CHOLLA AVENUE, ATTEMPTING TO CROSS HIGHWAY 62. SHE PROCEEDED ACROSS THE HIGHWAY WITHOUT NOTICING THAT DONALD CLARK, ALSO OF 29 PALMS, WAS TRAVELING WESTBOUND ON THE HIGHWAY. SHOEMAKER’S CAR SMASHED INTO CLARK’S VEHICLE, THEN SPUN AROUND, TAKING OUT A STOP AND STREET SIGN. BOTH VEHICLES SUSTAINED MODERATE DAMAGE. BOTH HEATHER SHOEMAKER AND DONALD CLARK WERE TAKEN TO THE HOSPITAL FOR TREATMENT OF INJURIES. CHOLLA AVENUE REMAINED CLOSED UNTIL 6:30 THAT EVENING. THE SHERIFF’S DEPARTMENT IS INVESTIGATING.

THE BROADWAY STAGE AND FEATURE FILM MEGA-HIT "GREASE" BEGINS A FIVE WEEK RUN AT THEATRE 29 IN TWENTYNINE PALMS FRIDAY. THE LIVE STAGE MUSICAL IS BEING PERFORMED IN THE AIR-CONDITIONED COMFORT OF THE JOHN CALVERI THEATER ON ADOBE AND SULLIVAN ROADS, JUST PAST BARR LUMBER, FRIDAY AND SATURDAY NIGHTS AT 7:00 P.M. INTERIM SEPTIC REGULATIONS AGREED TO BY TOWN AND HI DESERT WATER DISTRICT
AS YUCCA VALLEY GETS CLOSER TO A FULL ON SEWER SYSTEM, THEY ARE FIRST REGULATING THE USE OF SEPTIC SYSTEMS. REPORTER KARL GARDNER SAYS THEY HAVE DECIDED WHO IS IN CHARGE OF WHAT... AS THE STATE REGIONAL WATER QUALITY CONTROL BOARD WORKS TOWARDS FINALIZING RULES ON SEPTIC TANK USE, THE TOWN OF YUCCA VALLEY, HI DESERT WATER DISTRICT AND THE STATE HAVE PUT DOWN ON PAPER, INTERIM REGULATIONS. THE RULES WILL GOVERN BOTH NEW AND EXISTING SEPTIC TANKS WITHIN THE TOWN AND WATER DISTRICT BOUNDARIES. SIMPLY PUT, THE AGREEMENT WILL GIVE THE TOWN AUTHORITY TO OVERSEE APPROVAL OF NEW SEPTIC TANKS ON PROJECTS OF 10 HOMES OR LESS, OR PRODUCING 2500 GALLONS OR LESS OF SEWAGE. THE STATE WILL RETAIN AUTHORITY ON DEVELOPMENTS ABOVE THE TOWN LEVELS. THE TOWN WILL ALSO HAVE TO REPORT ALL APPROVED APPLICATIONS ONCE A QUARTER. WHILE NO NEW RULES FOR EXISTING SEPTIC SYSTEMS WERE PUT INTO PLACE, THE WATER DISTRICT HAS BEEN VESTED WITH ONGOING PUBLIC OUTREACH AND EDUCATION ON THE CARE AND UPKEEP OF SEPTIC TANKS AND GROUND WATER PROTECTION.

THE JOSHUA BASIN WATER BOARD MET IN REGULAR SESSION LAST NIGHT. THE MEETING SAW GOOD NEWS AND BAD NEWS FOR GENERAL MANGER JOE GUZZETTA AND THE ADOPTION OF AN EXPERIMENTAL NEW WORKWEEK FOR THEIR STAFF. REPORTER DAN STORK WAS THERE AND FILES THIS REPORT... THE JOSHUA BASIN WATER DISTRICT BOARD OF DIRECTORS MOVED EFFICIENTLY THROUGH A LENGTHY AGENDA AT THEIR WEDNESDAY EVENING MEETING. A RESOLUTION TO PARTICIPATE IN THE CALIFORNIA PUBLIC EMPLOYEES RETIREMENT SYSTEM WAS SEPARATED FROM THE CONSENT AGENDA, AT DIRECTOR GARY WILSON’S REQUEST, AND WAS PASSED 4-1, DIRECTOR WILSON DISSENTING. THE BOARD APPROVED A 2-STEP MERIT RAISE FOR GENERAL MANAGER JOE GUZZETTA, WHOSE CURRENT BASE IS NEAR $122,000. HE WILL GET A 7 ½% INCREASE FOR THE NEXT 4 MONTHS, AND AN ADDITIONAL 7 ½% FOR THE FOLLOWING 2 YEARS ON HIS CONTRACT. THE VOTE WAS 4-1, DIRECTOR WILSON DISSENTING. DIRECTOR BILL LONG’S PROPOSAL TO EXTEND THE SEVERANCE PAY PROVISION IN GUZETTA’S CONTRACT FROM 6 TO 12 MONTHS WAS WITHDRAWN, AS DIRECTORS GIVENS AND WYNE JOINED WILSON IN OPPOSING IT. AN ENGINEERING STUDY FOR A WATER TREATMENT STRATEGY WAS AUTHORIZED, TO: SET STANDARDS FOR PACKAGE TREATMENT PLANTS; OUTLINE A TRANSITION FROM PACKAGE TREATMENT TO CENTRALIZED WATER TREATMENT; AND TO LAY OUT A LONG-RANGE PLAN TO FUND CENTRALIZED TREATMENT. THE VOTE WAS 4-1, WILSON IN OPPOSITION. THE BOARD VOTED 4-1, WILSON OPPOSED, TO ALLOW OFFICE STAFF TO GO TO A 9 DAY/80 HOUR WORK PLAN ON A TRIAL BASIS. THE VOTES WERE UNANIMOUS ON A RESOLUTION TO LOWER THE PREVIOUSLY-VOTED RATE INCREASE OF 6% TO 3% FOR 2009, AS WELL AS ON SETTING A RATE FOR EMERGENCY SALES OF WATER TO OTHER AND SOME MORE ENGINEERING STUDIES AND WORK CHANGE ORDERS.
