The Low-Income Household Water Assistance Program, or LIHWAP, is a federally-funded program that offers a one-time payment to help you pay your past due water or wastewater bills. Eligibility varies depending on income, location, participation from your water district, and other factors. A family of three, for example, can gross up to $4,150 a month and still qualify.
