The stated purpose of Wednesdays special meeting of the Joshua Basin Water District Board of Directors was to conduct two public hearings and receive the 2021-2022 independent financial audit report.
Yesterday’s special meeting was not supposed to be about how the district’s top-ranking employee allegedly had his hand in the cookie jar and helped himself to nearly $200,000 worth of goodies before the district could put a stop to it. And while there was some uncomfortable discussion about instituting district policies to protect the assets and integrity of district, and the identity of any whistleblowers, the purpose of the meeting was to receive the audit report.
Directors also held the mandatory annual public hearing on standby charges even those charges have remained unchanged since 1996. And perhaps most significant, the board adopted mandatory state water shortage conservation measures that are expected to remain in effect for at least a year.
