
County Board agenda for 6/23: Rural road district changes
The San Bernardino County Board of Supervisors meets in regular session on Tuesday (June 23).
Law enforcement contract extensions
The Board of Supervisors is expected to approve contract extensions for law enforcement services between the San Bernardino County Sheriff’s Department and 14 cites and towns for a total revenue amount of $249,456,769.
This includes contracts with the City of Twentynine Palms for $6,220,995 and the Town of Yucca Valley for $7,435,821. Both local municipalities regularly contract for law enforcement services to the San Bernardino County Sheriff’s Department.
Road district changes in Yucca Mesa, Flamingo Heights, Copper Mountain
Recent ballot votes regarding service areas in the Morongo Basin are expected to be certified. This vote was conducted amongst property owners in specific districts, and sought to increase annual fees for each property within the district. The fees would go toward maintaining roads. The ballots were received on June 6. County Service area 70, which includes the Copper Mountain area, passed a $20 per parcel fee increase. That increase will bring annual parcel fees up to $75 per year and include an adjustment of up to 3% per year.
Residents in county districts that include Flamingo Heights, Yucca Mesa West, and Yucca Mesa East voted against any fee increases. Existing fees will remain in effect until they are lawfully amended by future Board of Supervisor actions. Following the approval of the election results, the county is expected to begin the process of dissolving special road districts in these areas. That will see the end of the annual property-related fees. Road maintenance services would no longer be provided through the districts. This means that future maintenance and improvements to roads within those former district boundaries will be the responsibility of the property owners themselves.
Yucca Valley Fire Station progresses
The Board is expected to authorize the acquisition of .86 acres of property at 7238 Joshua Lane in Yucca Valley as part of the development of a new fire station. The property is being donated by the Town of Yucca Valley.
More Morongo Basin impacts
The Board is expected to appoint Nicolette Salazar to the vacant position of Director for the Mojave Desert Resource Conservation District’s Board of Directors. This appointment is being made in lieu of an election.
They are also expected to approve an extension and increase to the County’s contracts with Reach Out Morongo Basin for the next year. The new contract increases funding for Reach Out Morongo Basin’s family caregiver support from $80,000 to $175,000 through June of 2027. They will also vote to increase the County’s senior services contract with Reach Out Morongo Basin from $40,000 to $100,000. Reach Out Morongo Basin provides services and rides to the senior citizens and disable people across the Morongo Basin.
The Board will likely extend waste disposal agreement contracts for Twentynine Palms and Yucca Valley through June 2035. This extension will include a one-time rate adjustment that eliminates any annual increases.
The Board is expected to approve a contract for the licensing of space at the Rack and Antenna Space at Donnell Hill Communications Site in Twentynine Palms. The contract amount is $27,529.
