A not-previously-agendized item was added to the Twentynine Palms City Council meeting as an emergency topic. Improvement work along National Park Drive has uncovered cultural artifacts. The Council ratified City Manager Joe Guzzetta’s recommendation to approve a $60,000 authorization for an environmental firm to investigate campfires and other artifacts found during construction. The award was made without RFP or bids, because work on the project must proceed within the next month, in order not to lose a quarter-million dollars of grant funds for the improvement project.
In previously-scheduled items, the Council heard an update on the status of Route 62 improvements. It also authorized up to $100,000 for final design services for phase 1 of the project, which covers curbs, gutters, and sidewalks from Encelia Avenue to Mariposa Avenue. The Council also agreed to waive additional fees for the Condor apartment project, although the Development Director and the Planning Commission had ruled that plan revisions constituted an essentially new project. A more general discussion of fee assessment policy was deferred to a future meeting.
