The Hi-Desert Water District Board of Directors discussed financial assistance for low-income residents who will be affected by the sewer assessment at its meeting last night. Requirements for residents to obtain a loan with one-percent interest from the water district include: the residence must be a single-family house; it must be owner occupied, and the applicants must qualify by income. Providing a loan that reduces the assessment by 25 percent would help about 1,100 residents; a loan that reduces the assessment by 15 percent would help almost 1,900 residents. The board agreed that because it doesn’t know how many residents would apply for the low-interest loans, it would need to be flexible concerning the loans.
